Palworld 1.0.3 patch notes: Jetragon drops to 70, water bases drop to 23
Version 1.0.3 is a balance patch, and two tech-tree moves are big enough to change how you plan a run: Jetragon's unlock falls from level 79 to 70, and the Aquatic Construction Kit falls from 66 to 23. Here is every change and what it means in practice.

Jetragon: the nine-level gap is gone
The Jetragon technology unlock moved from level 79 to level 70, and the materials required for the Pal Gear used to ride it were reduced.
The reason this lands harder than a normal tech-tree tweak is the alignment. Jetragon spawns in the wild at level 70. Before 1.0.3 you could reach it, fight it, catch it, and then be unable to ride the fastest flying mount in the game until level 79. The unlock and the encounter now sit at the same level, so catching Jetragon and using Jetragon are finally the same milestone.
The Aquatic Construction Kit fell 43 levels
The Aquatic Construction Kit — the technology that lets you build a base over water — moved from level 66 to level 23. Its Ancient Technology Point cost dropped from 4 to 1, and its required materials and work amount were adjusted.
This is the single largest number in the patch, and it re-categorises the feature. At level 66 with a 4-point ancient cost, a water base was an endgame flex you paid real opportunity cost for. At level 23 and 1 point, it is a mid-game build decision competing with nothing in particular. If you have wanted an ocean base, this is the patch that made it practical.
Holy Water now weighs a tenth of what it did
World Tree Holy Water dropped from 1 weight per unit to 0.1, its effect duration was extended, and its acquisition was widened considerably: drops from Pals and Teafant Springs were buffed, and it can now be obtained from World Tree expeditions, fishing and the Large Fishing Pond.
The weight change is the one that shows up in a play session. Anyone bulk-farming Holy Water was making repeated trips purely because of carry weight; at 0.1 per unit that constraint effectively disappears. Combined with the extra sources, the whole farm loop got shorter without the item itself becoming any stronger.
Base economy: fiber, oil and power
Fiber gathered from trees had its base yield doubled. The Crude Oil Extractor and the High-Pressure Crude Oil Extractor both cost fewer Pal Metal Ingots and now produce crude oil faster, and the Large Power Generator's construction cost was reduced. The base mission tied to oil extraction now also progresses when you build the High-Pressure version, which previously only counted the standard one. Ancient Armor crafting was adjusted as well.
None of these individually changes a build order, but together they cut the flat material tax on a late base. The mission fix in particular was a genuine trap: players who correctly built the better extractor were being denied mission credit for it.
The fixes that were costing you progress
Most patch bug lists are cosmetic. The ones worth knowing about here are the progress-eaters: an Xbox One crash near World Tree field bosses, a PS5 crash when opening the Global Palbox with parental controls enabled, a Panthalus wave attack whose hitbox did not match its animation, raid bosses failing to progress, summoned Pals stopping combat or work for no visible reason, and fast travel interrupting Tower Boss fights.
A Katress partner skill exploit and an item duplication bug were also closed, alongside stair and roof placement detection, co-op lighting problems and several multiplayer hitches. If you were blaming yourself for a Panthalus wave you were sure you dodged, you were probably right.
Does this change the routes?
No route on this site needs rewriting for 1.0.3. No Pal was moved or rebalanced, no boss was changed, no region was touched and the level cap is still 80. Both meaningful changes pull content earlier in the run rather than later, which is the safe direction — a plan built on the old numbers still works, it just now has slack in it.
The practical adjustments are small. If you were deferring Jetragon gear to level 79, move it to 70 and pick up the mount nine levels sooner. If you had a water base pencilled in for the endgame, it is available from level 23. Everything else in the patch is base economy and stability, which makes the same run smoother rather than different.
